Анотація

Досліджено еволюцію регіональної політики Європейського Союзу щодо регулювання розвитку сільських територій у контексті трансформації інституційних підходів, фінансових інструментів і стратегічних пріоритетів. Виокремлено основні етапи формування політики розвитку сільських територій. Проаналізовано роль структурних та інвестиційних фондів ЄС, програм LEADER/CLLD, а також вплив реформ «Порядку денного 2000», програмних періодів 2014-2020 і 2021-2027 рр. на модернізацію підходів до розвитку сільських громад. Обґрунтовано, що сучасна регіональна політика ЄС орієнтована на цифровізацію, кліматичну нейтральність, розвиток людського капіталу та диверсифікацію сільської економіки. Визначено значення європейського досвіду для формування національної політики розвитку сільських територій України в умовах євроінтеграції та повоєнного відновлення. Окреслено стратегічні напрями розвитку сільських територій: підтримка місцевих стратегій розвитку, що базуються на інноваціях і співпраці громад, створенні «сільських енергетичних громад», підтримці малого підприємництва та соціальної економіки; відхід від чистого агровиробництва до розвитку «зеленого» туризму, креативних індустрій та перероблення продукції з високою доданою вартістю; упровадження методів регенеративного сільського господарства.
