The of preconditions for development and implementation of the state policy of development of industrial clusters in the national economy are determined. It is substantiated its decisive importance in the system of tasks ensuring economic security of Ukraine. The complex priority of tasks that need to be implemented by the state authorities while ensuring the development of industrial clusters is identified. RLD EXPERIENCE AND PROSPECTS OF ITS APPLICATION IN UKRAINEThe main means of antitrust regulation of oil products market in the developed countries of the world and in Ukraine are investigated. The article provides foreign and domestic scientists’ approaches to the interpretation and definition of the concept of "regional competitiveness" as an economic phenomenon. The main criteria of given category are highlighted. Two main approaches to the interpretation of the regional competitiveness as a category are analyzed. It is proved that the regional competitiveness is not simply an interpretation of either macroeconomic or microeconomic competitiveness. That means the regions can’t be analyzed neither as a simple set of companies nor as a simplified model of the national economy. The region's competitiveness is presented as a dynamic phenomenon that constantly varies under the influence of various factors and requires continuous monitoring. It is substantiated that in the long term, the competitive advantages of the region should be formed and created by the use of knowledge, increased productivity of intellectual work, the ability to innovate and generate new ideas.

In the article the analysis of export-import operations in the Lviv region during 2013-2016 by the main commodity groups and geographical structure was conducted. The role of tolling materials in the structure of foreign economic operations was defined, as well as causes of popularity and consequences of its usage at local enterprises.
The article deals with the regional priorities of the forest industry potential formation. The forest industry of the region is an important component of the regional economic potential formation, which ensures of the assimilation potential of individual territories formation and the expanded reproduction of the forest resource base. Regional priorities of potential formation should take place on the basis of a comparative assessment of individual regions forestry potential, since the forest sector is characterized by uneven location of the forest resourses due to the natural and climatic factors and to the factors of socio-economic development of individual regions. The dynamics of wood production volumes shows a long-term growth trend, with two recessions in the period from 2007 to 2009, and in 2017, as compared to the previous year. The area of felling, fluctuating from 358 thousand hectares to 419 thousand hectares in the last 9 years. The application of methods of economic-mathematical modeling using data from 1997 to 2017 allows us to obtain an adequate regression line (R2 = 0.9061), which is described by a quadratic model, and gives all grounds to predict an increase in the wood logging index in 2018 to 23,684 thousand m3. The increase in indicstors of deforestation area and wood logging in Ukraine during the last period requires revision of forestry policy based on a retrospective analysis of industry trends and the assessment of regional forestry potential in order to restore the resource base. The comparative estimation of forest resources potential of Ukraine’s regions on the basis of taxonomic level development indicator of region’s forestry potential (TLD) allows to divide regions on 3 groups: 1. Regions with high level of forest resource potential (ТLD 0,98 – 0,46): Zhytomyr, Rivne, Volyn, Kyiv, Lviv, Ivano-Frankivsk, Chernigiv and Zakarpattia regions; 2. Regions with an average level of forest resource potential (TLD 0.43 – 0.29): Sumy, Vinnytsia, Khmelnytsky, Chernivtsi, Cherkasy, Poltava, Kharkiv, Kirovograd regions; 3. Regions with low level of forest resource potential (ТРР 0,26 – 0,06): Odesa, Ternopil, Mykolayiv, Kherson, Donetsk, Dnipropetrovsk, Zaporizhzhya, Lugansk regions.

The paper characterizes the nature of depression phenomenon as systemic structural phenomenon of spatial development, which determines the structural and functional disproportions of spatial development. The set of instruments of public anti-depression policy directed at development of depressed territories is suggested.
On the basis of comparison of the dynamics of carbon stocks changes in a mineral soils pools on agricultural lands with indicators of economic activity in the agricultural sector of different countries, demonstrated that land use in Ukraine is not balanced. The necessity of reforming of organizational-economic relations between subjects of land use for introduction of low-carbon method is proved. The strategic directions of the formation of the internal carbon market (ICM) are substantiated, the basic principles and aspects of its functioning are described, which explains the performance and the importatnt reason of the proposed approach to preserving agro-resource potential. It is shown that the formation of the ICM is the way for increasing the agrofinished capitalization, the stimulus of livestock development and the source of financial revenues.

The article outlines the tendencies of social and economic development of border regions in the conditions of liberalization of goods and services, labor, capital markets, etc. The main challenges faced by the border areas in conditions of unstable economic growth are revealed. The results of an expert survey of representatives of local self-government bodies on the causes and level of shadow economy of the border areas are presented. The influence of border trade on the shadowing of economic activity at the border is investigated. The directions of reducing the level of economy shadowing of the border regions are proposed.
The problem of waste accumulation was considered from the standpoint of historicism, in particular, against the background of increasing urbanization level, starting with preindustrial civilizations. Significant attention was paid to the consideration of waste from the legal point of view. It is emphasized that the waste management in the leading European countries is based on the thorough legislation in this area, a wide range of mechanisms and instruments that were formed and selected evolutionally. The basic approaches to the essence of waste in the economic environment were determined. The position of waste as pollution is emphasized, as well as the fact that fundamental role of the natural environment in the provision of such a service as waste absorption is neglected in payments for them. Waste in a social context is considered. We are convinced that quite different views over the essence of waste – economic, environmental, and social – require careful consideration, since they represent different ways of practice, in the context of which the waste management approaches are implemented.

The article deals with the current state of the poultry industry in Ukraine. The article considers the total amount of poultry waste generation, and the main ways of dealing with them. According to statistical data, the total volumes of poultry production production are analyzed in the context of administrative regions of Ukraine. The character of the distribution of accumulation of poultry waste volumes in the regions of Ukraine is investigated. In the initial processing of statistical data, it was assumed that this distribution is subject to a logarithmically normal law. The assumption is made about further increase of bird droppings accumulation. The main ways of dealing with poultry waste in Ukraine are considered and grouped. The economic levers of stimulating the introduction of these methods are proposed on the basis of the phenomenon under study. For poultry farms with small and medium volumes of waste generation, it is proposed to use technology for the processing of litter into organic fertilizers. For companies with large volumes of waste generation, taking into account their financial feasibility for implementation, technology is proposed for obtaining electric and heat energy using biogas.
The main trends in relations development in the global and Ukrainian labour markets under conditions of society's transformation are considered in the article. Development of non-traditional forms of employment, deepening of structural shifts in labour markets, growing of the “precariat” as a separate social class, increased requirements to human capital quality and greater need for the related investments are pointed out. The role of ICT industry as a driver of a modern economy and a catalyst of transformation processes in a labour market is defined. The key aspects of the integrated approach to the implementation of health insurance principles in health care in the context of reform are outlined. The distribution of the levels of protection of health protection according to the sources of financing to the primary, basic and service is carried out. The mechanism of functioning of compulsory health insurance in Ukraine is proposed, which includes organizational and financial components. The institutional component of the mechanism involves the creation of a Health Insurance Bureau, regional funds and the involvement of exclusively «trusted insurance companies», whose activities are regulated by law. Financial instruments include contributions from insurers, allocations from state and local budgets, certificate cards for each insured person. It is determined that the purpose of the financial mechanism is to increase the effectiveness of the formation and use of financial resources and to ensure the protection of public health.
In the article the directions of influence of modern regional and global factors on the tax reform are investigated. It is stated that in order to achieve the economic stability of the state, which is important for business and society as a whole, it is necessary to formulate and consolidate at the level of laws the key principles of the functioning of the tax system and the mechanisms for their implementation. The orientation of the fiscal policy to create conditions for dynamic economic growth requires a substantial restructuring of the incentive instruments of the tax policy aimed at the realization of the tasks of the economic strategy of the state.

The article analyzes the theoretical and methodological foundations of the investment process as a determinant factor of the country’s economic development. The approaches of different scholars to the definition of the economic category of «investment» are considered. It is proved that in the modern economic literature the term «investment» is often interpreted rather narrowly or mistakenly. The questions of the essence of the investment process in modern economic science are researched. The features of the investment process are defined and the importance of the investment process for the country’s economic development is substantiated. Different interpretation by the economic schools of understanding of the essence of investments, the role of the state in investment processes and the sources of their formation is considered. The author has proved that investments are an objective necessity for the development of the Ukrainian economy. Investment activity is regulated both by administrative and legal methods, as well as by economic ones, and it requires a clear definition of the legal nature of investments, investors in investment activities and the investment process in general.

An increase in mutual dependence of individual economies and the intensification of globalization catalyzes the development and transformation of the world economy in XXI century. Close integration of developed countries with international economic processes has both positive and negative effects. The economic problems of an individual economy possessing substantial economic potential constitute a dire threat to social and economic development and economic growth. Perceptible fluctuations of the external debt levels of developed countries cause short-term slowdown of economic growth and impairs macroeconomic situation. The article deals with the effectiveness of the staff performance according to the general economic indicators of the enterprise activity. The relationship between the level of labor productivity and the average number of employees and their level of wages in the agricultural enterprises of the Ivano-Frankivsk region and Ukraine has been analyzed using the correlation-regression method. The results of the conducted sociological research on the use of the personnel assessment system at the enterprises and the attitude of employees towards the necessity of implementing such an assessment system have been highlighted. Proved that adjustment costs of domestic business sector should be considered as a continuous decision-making process within the overall management of the development of the national economy, which at one time aimed at cost optimization business. The set of instruments enabling the maintenance of decision-making process for the companies’ managers with adequate and sufficient information is examined.
