The article addresses the peculiarities of managerial assets’ impact on the development of a territorial community. Managerial assets are the driving force of positive changes and development of a territorial community since they make responsible decisions and detect, indicate, and eliminate flaws in resource managerial and processes in consolidated territorial communities. Therefore, it is essential to disclose their role and features of impact on the development of territorial communities. The article considers the nature of such concepts as the development of a territorial community and economic development of a territorial community, explains the difference between them, and outlines identification attributes that characterize the community development. The advantages of local residents’ participation in securing the development of their territorial communities are disclosed. Managerial assets of a territorial community are suggested to be regarded as a set of highly qualified specialists in asset managerial in territorial communities who have leadership qualities, a defined set of skills, enough experience to conduct efficient professional activity, and can study quick and qualitatively and adapt to changes. The importance of the territorial identity of a territorial community’s managerial assets is emphasized since it will serve as a powerful incentive for the managerial assets of the territorial community to use its competences to work on the implementation of positive changes in the territorial community. The bottlenecks of managerial assets of public, private, and non-governmental sectors that stipulate the features of their impact on the development of territorial communities are described. The article specifies that cooperation between managerial assets of public, private, and non-governmental sectors is quite essential as coordinated cooperation between them allows fighting the pressure of interest groups and securing an efficient work of each of the sectors, and thus boosts the development of the territorial community.

The article aims to study the genesis of public finance theories in the context of social development due to the need to determine the role of the state in providing social services and the efficiency and quality of public goods. The need for research is generated by two aspects: the dependence of the state and vector of public finance development on the historical and political conditions of state development; the need to develop tools, institutions, and procedures in the context of expanding state participation in the provision of social services to the population. Theoretical aspects of determining public and private goods and their place in the theory of public finance are substantiated. The public and private goods are compared and their essential characteristics are revealed. The key features of public goods (non-competitiveness, non-exclusion, indivisibility) are highlighted. The article addresses the peculiarities of scientific approaches to the issue of financing the manufacture and providing public goods to representatives of various scientific schools and trends (classical political economy, fiscal exchange models, theory of economic sociodynamics, libertarian theory, institutional economic theory, new classical macroeconomics, etc). The experience of developed countries in the historical context clearly indicates that despite the diversity and differences of national economic models focusing on different schools of economic theory, there is a constant gradual strengthening of the role of the state in social development. Emphasis is placed on changing the role of the state in modern conditions of forming new priorities and implementing the Sustainable Development Goals that ensure the development of human capital and provide the population with quality public goods. The article substantiates that in modern conditions, the issues of social services efficiency as a guarantee of human capital development, their maximum proximity to consumers, the role of the state and public administration system in the social sphere, and balancing the public finance system in ensuring social and economic progress are increasingly relevant.

The development of education is a complex managerial process that can combine or concentrate various directions, goals, and objects. Nowadays, the impact of the state or other public organizations on the competitiveness of higher educational institutions’ activity is quite a difficult process as the institutions have extended autonomy. In the COVID-2019 pandemic, contemporary people are actually limited in their rights to free full-time education at universities or other institutions providing educational services to determine all competitive advantages of a certain educational institution. Therefore, vertical and horizontal connections that generate the competitiveness of educational institutions should be taken into account when conducting comprehensive research of the mechanisms of the system of securing education through the analysis of educational institutions’ activity. From this perspective, consideration of various educational levels is a relevant research object that allows showing the current situation in the sector. The article aims to analyze the main educational levels in Ukraine, reveal the problem aspects in the sector, and generalize public measures taken to secure access to free educational services. The article analyzes the change paces of main development parameters of a private segment of general secondary education in Ukraine in 2012-2021 and educational expenses of Ukrainian households per month in 2002-2020. The share of private general educational institutions in their total number in Ukrainian regions for 2020 and the share of Government commission at the expense of state and local budgets in the total number of those having entered higher educational institutions in Ukraine in 2006-2021 are calculated. The trends in the number of vocational and higher educational institutions in Ukraine and their students in 1990-2019 are shown. The main measures taken by the state to secure access to free educational services in Ukraine are outlined.

The article addresses the substantiation of the role of the financial framework in the innovative and technological development of the country and the possibilities of exporting high-tech products. Modern manifestations of a new innovative and technological development paradigm are outlined. The article emphasizes that today the high-tech sector is an important factor in the development of the global economy and economic systems of some countries, which is becoming especially important for Ukraine. The analysis of development trends in the export of high-tech products in the world market is carried out. The approaches used by the states to map the strategies of innovative and technological development are proven. The typology of innovative strategies of the global technology market entities depending on the influence of internal and external factors, goals and opportunities is revealed. The importance of the state policy in the process of transition to a high-tech innovative economy is emphasized. Dynamic series of the share of research and development expenditures in GDP for the EU and Ukraine in 2010-2020 are constructed. An econometric model of the dependence of high-tech exports of Ukraine on research and development expenditures is developed. As a result, the positive impact of increasing research and development costs on the growth of high-tech exports is established. The role of the "2030 Strategy for Innovation Development" approved in Ukraine in the development of the national innovation ecosystem is revealed. The project "2050 Strategy for the High-Tech Industry Development" in Ukraine is considered. The main problems of financial denial of innovative and technological development in Ukraine are highlighted. The necessity of finding a model focused on changes in the existing structure of investment, primarily in the direction of funding sources differentiation for research and development, is emphasized.

Sustainable development has become the mainstream of the global economy in recent years. It is focused on creating the mechanisms to ensure climate-neutral industrial growth through the use of advanced digital production technologies. Under the influence of modern technologies, the processes of formation and further development of industrial ecosystems are intensifying, which should be studied in ecological and technological contexts. The new climate agenda makes the determining of new perspectives and problems of industrial ecosystem development from the standpoint of a national industry increasingly relevant. The article presents an empirical analysis of the development of industrial ecosystems in 58 countries within two groups - countries with developed industry and countries with developing industry, based on the World Bank classification of countries and economies by level of industrialization. The methodological approach to assessing the environmental friendliness of industrial ecosystems has been improved by identifying the relationship between gross value added in industry and the efficiency of CO2 emissions in creating value in the manufacturing sector, the use of which allows establishing significant differences in achieving the goals of sustainable development between different countries in terms of industrial and technological development. The results of the study confirm the thesis on the active use of modern technologies in the field of environmental impact in countries with developed industries on the way to greater compliance of their industrial ecosystems with the principles of biological ones. Key issues are outlined and Ukraine's prospects for industrial growth based on sustainable development, along with a significant improvement in production technologies, are identified.
