This article examines policy directions for regulating the key drivers of economic change that shape the resilience of the quality of life across the regions of Ukraine under conditions of external threats. The relevance of the study stems from the need to develop effective national and regional policies aimed at strengthening regional economic resilience in the context of the full-scale war, the destruction of productive capacity, the transformation of the spatial organization of the economy, and the need for accelerated post-war recovery. The article argues that economic factors currently play a decisive role in sustaining employment, generating household income, preserving entrepreneurial activity, and creating the foundations for long-term quality of life improvements. The purpose of the article is to identify the principal economic drivers determining the resilience of the population’s quality of life and to develop policy recommendations to regulate these drivers. The methodological framework is based on systems and structural approaches and incorporates comparative, statistical, regional, and logical-analytical methods, which enable an assessment of current trends in regional economic development, structural transformation, and regional adaptation to external threats. The study identifies and analyses the principal economic drivers shaping the adaptive capacity of regional economies, including economic diversification, industrial relocation, the development of manufacturing industries, investment promotion, the export reorientation of regional economies, and the development of small and medium-sized enterprises. Particular attention is paid to the regional specifics of these drivers and their influence on structural economic modernization, industrial development, employment, household income, investment activity, and territorial competitiveness. Based on the findings, the article proposes a comprehensive set of policy recommendations to promote economic diversification, support high value-added manufacturing, improve enterprise relocation mechanisms, stimulate investment, expand export-oriented production, and strengthen small and medium-sized enterprises. The proposed measures are intended to enhance the adaptive capacity of regional economies, increase productive employment, strengthen regional competitiveness, and improve quality of life resilience. The practical significance of the research lies in the potential application of its findings by public authorities and regional development institutions when preparing regional development strategies, post-war recovery programmes, and policy instruments designed to strengthen regional economic resilience under ongoing external threats.

The article examines the spatial and structural transformations in the socio-economic development of Ukraine’s regions and their impact on the resilience of quality of life under full-scale war. The study applies comparative spatial analysis, assessment of interregional variation, and analysis of structural changes to identify risks that exacerbate territorial differentiation. These include growing inequality in economic opportunities and the fiscal capacity of communities; a mismatch between the actual distribution of population and the capacity of housing and basic infrastructure; housing instability and unequal affordability; structural imbalances in regional economies; unequal access to social services; disruption to functional connectivity and life-support systems; and the prolonged functional unsuitability of some territories for safe residence, economic activity, and population return. The empirical results demonstrate that wartime spatial changes are multidirectional. Territories experiencing substantial population outflow suffer losses of economic, human, and infrastructural capacity, while recipient regions and large cities face increasing pressure on housing, public services, transport, and municipal infrastructure. The analysis shows that resilience cannot be assessed solely by the volume of resources mobilized or the scale of physical reconstruction. Rather, it depends on the ability of territories to preserve, adapt, and rapidly restore critical socio-economic functions under external shocks. On this basis, seven interrelated spatial and structural regulatory dominants are substantiated: territorially differentiated and adaptive regulation; structural diversification of regional and local economies; activation of endogenous potential and value chains; polycentric organization of socio-economic space; development of demographically adaptive housing and basic service infrastructure; ensuring the safety and environmental suitability of territories together with resilient life-support systems; and restoration of spatial integration and functional connectivity. The article proposes differentiating regional policy instruments according to the functional type of territory and its actual socio-economic trajectory, strengthening the outcome orientation of public investment, adapting financial and housing support to the actual population distribution, and coordinating regional and intermunicipal investment decisions. The proposed approach shifts the focus of public regulation from reproducing pre-war spatial proportions to adapting regional development policy to the new geography of population, economic activity, risks, and functional relations. Policy effectiveness should therefore be evaluated through outcomes for people, including productive employment and income, housing affordability, access to basic services, the safety of the living environment, and continuity and recoverability of critical territorial functions.

The article examines the integration of green transition objectives into the public investment management system of Ukrainian territorial communities through local energy planning. It argues that the ongoing public investment management reform creates opportunities to shift the focus from assessing the environmental compliance of individual projects to incorporating energy and climate objectives into the entire investment cycle, from setting strategic priorities and developing portfolios to preparing and assessing individual investment projects. Particular attention is paid to the role of the Local Energy Plan as an information and analytical basis for identifying investment priorities, quantifying energy and climate objectives, assessing investment needs, forming project portfolios, and defining parameters for the selection and comparison of alternative technical solutions. Two interrelated systemic challenges are identified. The first concerns the insufficient capacity of territorial communities, particularly smaller ones, to develop and implement high-quality Local Energy Plans and their limited access to specialized expertise in energy, climate, environmental issues, investment analysis, and the assessment of technical alternatives. Based on a survey of territorial communities in the Western Macroregion of Ukraine and an analysis of European Union practices, the article substantiates the need for a multi-level system of expert and technical support. Such a system should combine the managerial capacity of local governments with systematic access to supra-municipal expertise and dedicated support for investment project preparation. The second challenge concerns the insufficient alignment of Local Energy Plans with the strategic planning system and the lack of a clearly defined mechanism for translating their objectives, indicators, and identified investment needs into public investment priorities and specific project decisions. The article proposes mechanisms for coordinating Local Energy Plans with territorial community development strategies, medium-term priority public investment plans, and project portfolios. Particular emphasis is placed on establishing a coherent cycle linking development strategies, Local Energy Plans, medium-term public investment planning, project portfolios, and individual public investment projects. The article also identifies approaches to using local energy planning parameters to operationalize the cross-cutting strategic objectives of energy efficiency and climate change response across different public investment sectors. This would allow green transition objectives to be embedded throughout the public investment management system rather than implemented through a separate group of green projects.

The article addresses the theoretical and methodological foundations of the functioning of EU Structural and Investment Funds as a key instrument of financial support for international territorial cooperation. It reveals their place within the EU financial architecture and substantiates their decisive role in implementing the EU policy on economic, social, and territorial cohesion. The specific features of the Funds' operation within the Multiannual Financial Framework for 2021-2027 are identified, while the main funds, areas of financing, and opportunities for their use in territorial development are characterized. The principles governing the operation of the Structural and Investment Funds are systematized and classified into general and specific principles. The general principles include systemicity, comprehensiveness, scientific and methodological validity, objectivity, purposefulness, development, regulatory certainty, and qualitative and quantitative determinacy. The specific principles are categorized into four groups: strategic principles (programming, concentration, coherence); financial principles (co-financing, fairness, additionality, and multi-channel resource provision); managerial principles (partnership, multi-level governance, and subsidiarity); and monitoring principles (control, transparency, and performance orientation). The article outlines the content of the Funds' main functions, including redistribution, investment and innovation, stimulation, convergence, the social function, the institutional function, control, and the political function. The author substantiates a conceptual sequence for studying the Structural and Investment Funds as a mechanism of financial support for international territorial cooperation, encompassing theoretical, analytical, and applied stages. The article argues that the theoretical and methodological basis for researching the Structural and Investment Funds should be based on a systems approach. Such an approach makes it possible to examine the activities of the Funds within the overall system of EU financial support mechanisms for territorial cooperation, assess the practice of their functioning, conduct a comparative analysis of European countries’ experience in implementing EU policy objectives through cooperation with the Funds, and develop recommendations regarding access mechanisms, implementation directions, and prospects for Ukraine's use of these resources. The scientific study of these areas is an important prerequisite for enhancing the validity of decisions made by public authorities and regional governance institutions in the context of European integration processes, the post-war recovery of Ukraine's socio-economic potential, and ensuring the country's readiness for future access to and effective utilization of the resources of the EU Structural and Investment Funds. Promising directions identified for further research include the assessment of fund effectiveness, mechanisms for Ukraine's access to their resources, adaptation of the national governance system to EU requirements, and the use of the Funds' potential for post-war recovery. The article concludes that the EU Structural and Investment Funds are among the most important financial instruments for supporting international territorial cooperation and regional development, while their further scientific investigation is of significant importance for shaping an effective policy of Ukraine's integration into the European financial and institutional space.

This article identifies the main trends in the transformation of transport and logistics flows in Ukraine amid military risks, structural changes to the economy, and instability in the external environment. The relevance of the study stems from the need to ensure the resilience and continuity of transport and logistics flows amid the destruction of transport infrastructure, the reorientation of export and import routes, changes in the geography and structure of cargo flows, and the intensification of Ukraine’s integration into the European transport space. The effective functioning and adaptive management of transport and logistics flows are of strategic importance for supporting foreign economic activity, ensuring supply continuity, and maintaining Ukraine’s economic stability. The study employs a range of general and specialized research methods, including analysis and synthesis, statistical analysis, comparison, generalization, and a systems approach. The analysis of the dynamics of freight transportation and freight turnover by mode of transport in 2022-2025 reveals the main trends in the transformation of transport and logistics flows and to determine the specific features of their functioning under martial law. Based on statistical data, the article examines changes in the structure of freight transportation, determines the role of rail and road transport in domestic and foreign trade transportation, and analyzes the dynamics of major cargo groups. It reveals that the transformation of transport and logistics flows is structural in nature, as evidenced by the reorientation of international transport routes, changes in the role of individual modes of transport, the growing importance of western border crossings and Danube ports, and the development of multimodal transport. The study also identifies trends toward diversifying transport routes, digitizing logistics processes, and deeper integration of Ukraine into the European transport space. The findings substantiate the need for an adaptive approach to the strategic management of transport and logistics flows aimed at increasing their flexibility, continuity, and resilience to external threats. Based on the results of the analysis, the article substantiates strategic directions for adapting logistics management to the new configuration of transport and logistics flows, including the diversification of transport routes, the development of multimodal transport, the digitalization of logistics processes, and the integration of Ukraine into the European TEN-T network. The implementation of these directions is expected to strengthen the resilience of transport and logistics flows, improve the adaptability of logistics management, and support Ukraine’s integration into the European transport space.

The article examines regional disparities in the development, preservation and reproduction of human capital within Ukraine's social security system under the conditions of full-scale war and structural socio-economic transformations. Human capital is interpreted as a multidimensional combination of health, knowledge, skills, professional competencies, working capacity and the ability to participate productively in economic and social life. The study aims to identify the main territorial asymmetries affecting human capital development and to substantiate policy instruments for reducing them. The methodological framework combines systemic, comparative and regional approaches, analysis of academic literature and official statistics, and territorial grouping according to security-related, migratory, demographic, infrastructural and fiscal risks. The empirical base relies on RDNA5, IOM DTM, World Bank, UNHCR and OECD materials. As of 31 December 2025, RDNA5 estimated the direct damage to Ukraine at USD 195.1 billion, the socio-economic losses at USD 666.7 billion, and the recovery and reconstruction needs for 2026-2035 at USD 587.7 billion. In July 2026, the IOM reported 3.447 million internally displaced persons in Ukraine. The results demonstrate that the risk of human capital depletion is spatially concentrated. Frontline, de-occupied, rural and fiscally weakened communities simultaneously experience infrastructure destruction, population loss, limited access to education, health care and social services, shortages of qualified personnel and constrained local financial capacity. At the same time, receiving communities face additional pressure on housing, education, health care and social service systems due to internal displacement. The article argues that social security should perform not only a compensatory but also a reproductive function by combining income support with rehabilitation, employment assistance, professional retraining, psychosocial support, accessible local services and the integration of internally displaced persons. A regionally differentiated, targeted and person-centered model is proposed. Its core instruments include regional monitoring of human capital indicators, social profiling of communities, needs-based financing, mobile service teams, accessible digital services with non-digital alternatives, incentives for social sector professionals, active labor market measures and intersectoral coordination. The article emphasizes the need to prioritize support for frontline and de-occupied territories where high social needs coincide with security risks, infrastructure damage and staff shortages. The practical value of the findings lies in their applicability to regional recovery strategies, community-level social service planning and the design of differentiated mechanisms for rebuilding human capital during and after the war.

The analysis of challenges and opportunities in local economic development planning highlights the need for a systematic and strategic approach. This approach involves developing a coherent regional master plan for sectoral specialisation and development based on territorial communities’ visions, strategies, programmes, and investment profiles. This requires strengthening local economic development policy in two main areas: adaptive development, involving instruments for timely regulatory intervention, and strategic development, focusing on creating a favorable environment for economic activity with long-term effects. The emphasis is on overcoming formalistic approaches, improving local economic development strategy-making and programming, strengthening incentives for local governments, and engaging local stakeholders in drafting the relevant policy documents. The importance of concentrating communities’ resources on a limited number of strategic priority projects is emphasized. These include capital projects aimed at creating and upgrading physical assets, and process-oriented projects designed to facilitate structural and institutional change. Priority capital projects within local economic development programmes include the development of transport and logistics hubs, industrial clusters, locally integrated structures, and other business activity centers; the establishment of new enterprises and the modernization and expansion of existing enterprises’ production capacity, alongside the development of transport and logistics infrastructure and product distribution systems, particularly for exports and sales to other regions of the country; and support for investment and entrepreneurial projects aimed at establishing enterprises in high-value advanced processing real-sector industries, including through the preparation of territorial investment profiles. Process-oriented projects within local economic development programmes should include measures to harness communities’ existing economic and resource potential; stimulate entrepreneurship and employment, particularly in rural areas; foster intermunicipal economic cooperation; develop smart infrastructure; and improve road and transport infrastructure and road quality. The study substantiates the direct link between territorial communities’ project activities involving effective measures to promote entrepreneurship, employment, and structural economic change and the transformation of the labor market. In turn, achieving strategic and programme objectives through labor market development measures significantly contributes to communities’ socio-economic resilience. However, this positive impact depends on the initiative and active engagement of local governments, their capacity to organize and coordinate activities in line with the community’s development priorities, and their ability to mobilize internal resources and attract external funding and support. Together, these efforts can enhance the socio-economic resilience of territorial communities, thereby strengthening the resilience of regional economies and Ukraine’s economy as a whole.

The key issue in developing the vocational education system is its ability to respond promptly to labor needs, which in modern conditions are formed under the influence of digitalization processes, the green transition, and increased labor market mobility. The purpose of the article is to study changes in institutional and regional imbalances of the vocational education system in Ukraine in the context of compliance with labor market needs. The methodological framework of the study is based on general scientific and specialized methods of economic analysis, including comparative analysis, statistical methods, analysis of time series, and structural change analysis. The article analyzes the trends in the development of vocational education in Ukraine and identifies the main reasons for the reduction of the network of institutions. Analysis of the spatial location of vocational education institutions revealed an uneven territorial distribution and concentration of a significant part of institutions in large regional center. To identify the features of the territorial development of the vocational education system in connection with modern trends in regional labor markets, three hypotheses were tested: G1. The transformation of the network of vocational education institutions is influenced more by the financial capacity of local governments at the regional level than by the needs of the labor market; G2. There is a relationship between the development of vocational education and the level of employment, in particular through the growth in formal employment and the reduction in informal employment (in particular in the regional dimension); G3 The transformation of the vocational education system in Ukraine occurs under the influence of European integration priorities and structural changes in the labor market, however, the speed of this transformation is limited by institutional and resource factors. The results obtained indicate the following: the reduction of the network of vocational education institutions in the regions of Ukraine does not directly depend on the financial capacity of regional budgets or the demographic dynamics of the student contingent; there is high demand in the labor market for blue-collar professions, in particular for qualified workers in technical specialties, which contributes to the rapid employment of vocational graduates; the transformation of the vocational education system in Ukraine is taking place under the influence of European integration processes and structural changes in the labor market.

The article argues that the world order is a complex system of international interactions that is constantly transforming under the influence of various factors. It suggests examining the world order on the basis of an interdisciplinary approach. The peculiarities of the development of the world order are analyzed from various academic perspectives. Examining academic approaches to understanding the world order reveals an absence of a clearly defined interpretation. The differences between the international and global orders are explained in detail. The article finds that there is no single periodization of the world order development and analyses the approaches taken by international organizations, including the OECD, the International Monetary Fund, the World Bank, UNCTAD, and the UN. The analysis confirms that the determination of periods depends on the specific nature of the organization’s activities. Emphasis is placed on the role of global leadership in transforming the world order and its evolution, confirming that the model of the world order and the configuration of global leadership are not always aligned. The article reveals that a new model of global leadership of multi-level and networked nature is emerging under the influence of new global challenges at the start of the 21st century. The authors confirm that, since 2020, the world order has been shaped by new challenges, among which the active phase of the global leadership crisis is particularly noteworthy. This article argues that the crisis of global leadership is a broader phenomenon than a shift in the balance of power, and manifests itself through the decline in the effectiveness of international institutions, the incompatibility of traditional leadership mechanisms with the new structure of the world system, the weakening of the dominance of a single center of power, the decline in trust in multilateral cooperation, and the increasing difficulty of jointly managing global challenges. Five stages in the development of the global leadership crisis are identified, and the main characteristics of each are analyzed. The most far-reaching was the financial and economic crisis of 2008–2009, which led to reforms within the IMF. The article shows that, since the early 2020s, the crisis of global leadership has taken on a multidimensional nature, linked to the COVID-19 pandemic and the war in Ukraine. Signs of a crisis in political coordination within the UN system and the results of voting on UN Security Council draft resolutions over the past decade are analyzed. An institutional crisis in ensuring peace and security is confirmed. The application of restrictive measures in international trade is analyzed. The militarization of national economies is assessed as an indicator of the crisis in global leadership. The article reveals that the transformation of the contemporary world order is creating new conditions for the development of global leadership, but this process also has a reverse aspect. The authors propose directions for the transformation of the contemporary world order, including the reform of global governance mechanisms, the expansion of state representation in international institutions, the modernisation of decision-making procedures, the prevention of the blocking of collective action, the diversification of global leadership, and the harmonisation of global and regional levels of governance based on a network model of interaction.

This article examines the classification, measurement, and financial reporting of crypto-assets in the context of the differences between the International Financial Reporting Standards (IFRS), the US GAAP, and the emerging Ukrainian tax regime. The study substantiates that, under IFRS, cryptocurrency is generally classified as either a non-monetary intangible asset under IAS 38 or as inventory under IAS 2, depending on the purpose of holding. This creates asymmetric recognition of value changes and reduces the comparability of financial statements. The paper analyzes the implications of ASU 2023-08, which introduces a dedicated accounting model requiring eligible crypto-assets to be measured at fair value, with changes recognized in net income. The findings reveal an unprecedented divergence between IFRS and US GAAP in the formation of financial results from crypto-assets: IFRS preserves conservative measurement alternatives, whereas US GAAP emphasizes current fair value and recognizes both gains and losses in profit or loss. The study also examines the Ukrainian approach proposed by Draft Law No. 10225-d, which follows a realization-based taxation principle and generally links tax consequences to conversion into fiat currency rather than unrealized remeasurement. This creates a timing gap between accounting carrying amounts and the tax base and may generate deferred tax implications. The article considers the consequences for companies holding crypto assets as treasury reserves, investments, or trading inventories, including the effects on profit, liquidity assessment, financial covenants, tax planning, audit procedures, and disclosure. The article argues that Ukrainian enterprises should prepare accounting policies for crypto-assets in advance, establish clear criteria for distinguishing IAS 2 and IAS 38 treatment, document fair value sources and active markets, strengthen controls over blockchain addresses and private keys, and model prospective tax differences. For regulators, synchronization of tax rules with accounting methodology and methodological guidance on IFRS application are identified as priorities. The results contribute to the development of a more coherent analytical framework for assessing crypto-assets across accounting and taxation systems and provide a basis for further empirical research into reporting quality, investor decision-making, and the treatment of stablecoins, tokenized real-world assets, and non-fungible tokens.
