Present processes of market relations evolution in Ukraine are closely linked to the increasing role of social infrastructure in creating favorable living conditions for the population. The level of provision of different types of social infrastructure services for people, in particular, in urban and rural settlements in Transcarpathia region as a polyethnic one, was studied. The dynamics of certain indicators of pre-school educational institutions in urban and rural settlements of the region was investigated. The authors reveal a tendency towards the simultaneous growth of the number of pre-school educational institutions and children there in recent years. The paper reveals a decrease in the number of general education institutions in the region comparing with an increase in the number of children studying there. The level of provision of the educational services for population, in particular, in the languages of children’s education (Ukrainian, Russian, Romanian and Hungarian) was researched. The situation with private form of education (including selected languages of national minorities) was studied. The fact that the level of regional social infrastructure is mainly regressive as well as that social infrastructure network is obsolete and does not meet the present needs of the population is emphasized. The dynamics of expenditures of the consolidated budget of Transcarpathia region was analyzed as well as the role of social expenditures (including expenditures on education) was determined. The absolute domination of expenditures on social sphere in the consolidated regional budget was recorded. The current rules of financing the education expenditures of local budgets by the educational subvention from the state budget was studied. Selected additional extra budgetary sources of financing educational expenditures, that are particularly important for polyethnic regions (like participation in cross-border cooperation projects, direct financial assistance of foreign governments to their national minorities) were explored. Some successful examples of cooperation between regional educational institutions of different types and foreign partners in the effective attraction of additional funding for financing their needs were studied. The level of population’s satisfaction (including by different ethnic minorities) with the services of educational institutions of different types was studied. The majority of respondents were dissatisfied with activities of educational institutions in their settlements. The gap between the social infrastructure level and the real needs of the population can have a negative impact and cause the negative attitude of the representatives of ethnic minorities of the region.

For several years now Ukraine has been existing in new realities of local governance system reforming; the country undergoes the reform of authorities’ decentralization, the new administrative and territorial units – consolidated territorial communities – are formed, legislation directed at joining the European international treaties are adopted. However, local governance in Ukraine hasn’t yet acquired the powerful and financially capable form of public authority realization. Therefore, increasing the level of local authorities’ independence and providing them with sufficient financial resource to implement their powers are the ways, which are abound to secure regions’ economic growth and establish the optimal relation of state and local budgets in conditions of local governance and authorities’ territorial organization reforming. The paper aims to assess current condition of local budget revenues forming, in particular the influence of interbudgetary transfers on their forming, and to develop practical recommendations to strengthen financial independence of local governments in conditions of financial resources’ decentralization. The paper analyzes current tendencies of local budget revenues forming and influence of interbudgetary transfers on their forming in the context of budget system decentralization. Major directions to strengthen financial independence of local governments are outlined. The following directions to strengthen local governments’ financial independence are defined as the most essential under current conditions of local authorities’ functioning, when their efficient activity is the key to successful development of the overall economic system in the country: creation of budgetary system and interbudgetary relations that correspond to the principles of optimal maintenance of local governments’ development; separation of central and local authorities’ responsibilities in the sphere of granting administrative and social services in order to prevent duplication of their functions and tasks at different levels; extension of own revenues basis of local budgets and therefore strengthening of territorial financial autonomy along with growing responsibility for decisions made at local level. For this matter it is necessary: to renew the model of the system of interbudgetary relations basing it on complete state financial maintenance of delegated responsibilities; to define the sufficient tax basis in order to ensure the exercise of authorities by local governments; to establish full-scale self-governance at the level of oblasts and regions (including through creation of their own executive authorities); to conduct the complex reforming of administrative and territorial structure of the country (including defining of both basic and intermediary and regional levels of self-governance, etc).

The article deals with the problem of the impact of the economic stability of the holding on the development of the economy of the region. The expediency of formation of the regional timber industry holding is substantiated; the essence of this phenomenon is clarified. The content of the definition of economic stability of enterprises in the interpretation of individual scientists is given. The types of economic stability of the holding are determined. They are: industrial- technical (stability of the production cycle of the integrated association, coherence of its resource support), commercial (level of business activity, reliability of economic relations, competitive potential of the company), organizational (stability of the internal organizational structure, coherence and efficiency of the relations among the holding companies, among the separate departments and services of the enterprise, the effectiveness of their joint activity), innovative (the ability of the enterprise to adopt new technologies and methods of organization of production concerning the release of new products, the implementation of the innovative kinds of work or services), social (assistance in the raising of the level of social security of employees, involving the workers of the enterprise into the public processes, solving certain social issues such as trade union’s assistance, ensuring employment of the population etc.), financial (effective use of financial resources, in which the holding company is able to provide an uninterrupted process of production and sale of products, use the means of expansion and renewal of production).Their influence on the development of the region’s economy is shown. In particular, the development of production, technical and technological level of the holding; development of related industries; rationalization of the use of forest resources, increasing of the competitiveness of forestry enterprises in the national and international markets, meeting the demand of the population, reducing the number of management entities, stabilizing the region’s economy, improving the management of economic entities, developing the level of corporate culture, adoption of innovations into the industrial sphere of various branches, increasing of the competitiveness of the country in the international market; increasing of the welfare of society, reducing unemployment; economic growth, increase of tax revenues in the regional budget, decrease of the general level of insolvency, etc.
