If the attempt to avoid taxation was the main reason for shadow employment in the country before the war, mobilization became a pretext for official employment due to the full-scale invasion, leading to the destabilization of the labor market. The purpose of the article is to study the main factors of the functioning of shadow employment in the conditions of the unfolding of the full-scale Russian-Ukrainian war and to determine possible ways of their elimination. A systematic methodical approach in combination with methods of statistical research was used in the process of carrying out scientific research to realize its goal. The article analyzes the trends in the labor market in wartime conditions and reveals that the ratio of vacancies and resumes has reached a critical level - one to one, which indicates an acute shortage of personnel. The authors tested and confirmed the hypothesis that the attempt to avoid mobilization is the main reason for shadow employment. For this purpose, the data on the number of created individual entrepreneurs and concluded civil law contracts were analyzed by gender. The influence of the tax burden and shadow employment is examined, in particular, foreign experience and innovations of the draft Law on Amendments to the Tax Code of Ukraine regarding the peculiarities of taxation during the period of martial law are analyzed. Possible ways of reducing the risks of shadow employment are identified, namely: filling the budget through revision of the system of collecting and administering personal income tax (at the taxpayer’s place of residence) and transferring the powers to administer local taxes and fees to local governments. The possibilities and problems of the transition to the system of personal income tax deduction based on the taxpayer’s place of residence are analyzed. The transition process is slowed down by the need to attract additional financial resources, the need to establish interdepartmental coordination, and discrepancies between the actual and officially registered place of residence.

The decentralization of the education system and the increased role of local authorities in financing and managing the educational network have become the main focus of the country’s education reform. This requires local governments to take into account changes in the main trends in education and its financing and the correspondence of the number of institutions and staffing to the demographic situation and labor market needs in the region. The article aims to identify the main trends and problems of the functioning of the educational network in Lvivska oblast. The systematic methodological approach in combination with statistical research methods was used in the course of the research to realize its purpose. The article reveals the main trends of changes in the network of pre-school and general secondary education institutions in Lvivska oblast. Problems related to the overcrowding of pre-school educational institutions in the region are clarified. The main problem in the field of pre-school education lies in the discrepancy between the existing needs and the financial possibilities of ensuring the acquisition of pre-school education in territorial communities with a low level of financial capacity. The number of general secondary education institutions has significantly decreased due to the optimization of the educational network in the region. At the same time, inclusive education is developing at a dynamic pace through the creation of inclusive groups and classes, inclusive resource centers, and professional communities of specialists in such centers. The war has made its corrections, in particular, the need to strengthen the security of the educational process. An offline form of education is possible only if there is a suitable shelter in which all students and teaching staff can fit in. The vast majority of educational institutions have created their own shelters, while issues of creating sanitary conditions and compliance of shelters with established norms remain problematic.

The hostilities in Ukraine in 2022 had a devastating effect not only on the critical infrastructure of the regions but also on the educational infrastructure, resulting in the loss by some educational institutions of the ability to perform their functions, and other educational infrastructure began to perform functions not typical for them, including the accommodation of temporarily displaced persons. The article aims to outline the peculiarities of the functioning of the educational infrastructure in territorial communities during the war and to identify its exploitation problems and risks. The following methods are used for the study: abstract-logical, comparative analysis, graphical visualization, and statistical. The article analyzes the functioning of secondary educational institutions of territorial communities during the war in Ukraine. The regional peculiarities of the scale of the educational infrastructure destruction are clarified. Peculiarities and problems of exploitation of the territorial communities’ educational infrastructure in relatively stable regions are revealed. The algorithm of actions taken by local authorities of territorial communities to realize the exploitation of the infrastructure of educational institutions for a temporary stay of temporarily displaced persons is considered. The following risks caused by the war are identified: loss of human capital due to migration processes among students and educators, risks of financing general secondary education and reducing the quality of educational services, and limited possibility of resuming offline learning due to the destruction of educational institutions and the need for misuse. The peculiarities and problems of the organization of external independent evaluation in the conditions of martial law are analyzed, in particular, the simplification of the procedure of external evaluation and a number of risks for future applicants are clarified.

The existence of new challenges faced by Ukraine in recent years that have significantly impacted the situation in the regions requires the introduction of new approaches to regional development policy, namely the transition to a territorially oriented development policy based on stimulating the use of own potential of territories and providing support to individual territories characterized by special problems of socio-economic development. Such areas include border regions in unfavorable conditions, which are characterized by loss of accumulated economic potential, signs of demographic crisis and significant forced migration, and the existence of a threat of political instability. The article aims are to study the level of problems of border areas in adverse conditions and approaches to stimulate their development. The analysis of border areas in unfavorable conditions has revealed the peculiarities of their development. The paper argues that a high level of differentiation of socio-economic development of border areas in unfavorable conditions requires their ranking according to the level of problems using the following factors: the level of socio-economic development, economic growth rates, demographic situation, level of military-political risks. When building a policy to stimulate and support the development of border areas in adverse conditions, depending on the level of problems, it is advisable to divide the areas into the following types: areas that require a standard approach; areas in need of increased attention; territories in need of crisis management. Each of the selected types of territories requires its own approach and measures to support and stimulate their development. State support for the development of border areas in adverse conditions should include measures of a supportive and stimulating nature. The classification of measures to support and stimulate the development of border areas in adverse conditions is outlined.

The focus on graduates who could operate new technologies and knowledge that will meet the needs of the information society, and optimization of the network of institutions in accordance with the needs of the regional labor market are important priorities in reforming the vocational education system. Under the influence of the decentralization reform, the powers of vocational education management are transferred to the regional level, and the cooperation of educational institutions with local authorities and employers is strengthened. The aim of the article is to identify the main trends and generalize the problems of the development of vocational education under the influence of decentralization reform (on the example of Lviv region). In the study of trends and problems in the development of vocational education in the context of decentralization reform, such general scientific methods as analysis, synthesis, induction, abstraction, generalization, as well as statistical research methods are used. The article analyzes the main trends and problems of vocational education development in Lviv region. The peculiarities of financing and property management of vocational education institutions in the context of decentralization reform are clarified. The most important problems in the development of vocational education include: the inconsistency of the network of institutions with the demographic situation in society; reduction of the prestige of vocational education and low level of financial, logistical, and personnel support of institutions; the discrepancy between the demand for workers and the supply of personnel trained by vocational education institutions; lack of legislative provision of vocational education that would meet modern realities and developed professional standards for assessing the quality of graduate training.

The war in Eastern Ukraine resulted in the creation of a new type of problem regions - border areas in adverse conditions. It is a specific type of territory, the configuration of which may change under the influence of the political situation. The main feature of such areas is the need for an additional level of security. The allocation of border areas into a separate group requires in-depth theoretical and empirical research. The purpose of the article is to identify border areas in adverse conditions and outline the main problems of their development. The following methods were used for the study: statistical, historical, abstract and logical, systematic and comparative analysis. In the article, the border areas in adverse conditions are allocated into a separate group of problem regions of Ukraine and their intragroup structuring is carried out according to certain criteria: the degree of security of the territories and their involvement in hostilities, the type of border with the aggressor state (land, sea), the activity and nature of the conflict with the aggressor state, or the state with which the relationships require a sufficient level of security. The analysis of the main indicators of social and economic development of border areas in adverse conditions is carried out. The problems of territorial development inherent in all subgroups of border areas in adverse conditions (remoteness from economic development centers; increased migration; threat of military conflicts; low investment attractiveness) and specific problems within each subgroup are highlighted. The task of regional policy is to support the development of border areas in adverse conditions. The mechanisms for regulating the development of such areas should be developed separately for each of the selected subgroups. These mechanisms should help to strengthen the economic potential of these territories and state support for their social and economic development, as well as stimulate entrepreneurial activity in border areas, etc.

The implementation of national regional policy depends on the extent to which its mechanisms and instruments ensure effective regional development. One of the important tools for solving the problems of social and economic development of the regions is the program approach to planning and management of the regions. However, the situation with funding and implementation of regional target programs in the regions is unsatisfactory. The purpose of the article is to investigate trends and find out the problems of budget financing of social and economic development using the program-targeted approach on the example of Zaporizhzhia region. The following methods were used for the study: historical, abstract and logical, systemic and comparative analysis. In the article, the issues of budget financing of social and economic development using a program-targeted approach are examined. The regional target programs and projects of the State Regional Development Fund for Zaporizhzhia region are analyzed. The following main features, weaknesses and problems of financing are identified: the dominance of the social component of the regional programs and projects of the State Regional Development Fund over the development-related one; duplication of tasks and activities by different programs; inconsistency of regional target programs with the strategic and operational goals of regional development strategies; fragmentation of regional target programs, which significantly complicates their management The directions of improvement of the regional target programs’ funding that correspond to the peculiarities of the current stage of social and economic development of Ukraine are outlined: activation of extrabudgetary financing, control of program measures implementation, elimination of duplication of program measures.

The selected model of the decentralization of education in Ukraine involves the transfer of authority of management the educational network to local self-government bodies. The main task and result of reforming secondary education is the improvement of the quality of educational services. The purpose of the article is to develop a methodological approach to the assessment of quality of educational services and to identify the problems of their provision by territorial communities. «Quality of educational services» is considered as a complex, multicriteria concept, characterized by the level of knowledge of pupils, the correspondence of educational achievements with educational state standards, the level of material, personnel, informational, financial provision of educational process, innovation of the educational environment. The proposed methodological approach to the assessment of the quality of educational services includes two structural components: evaluation of the results of educational services and assessment of the process of provision educational services. The selected indicators of the quality assessment of educational services of general educational institutions are grouped into the following blocks: the level of pupils’ knowledge; infrastructural, informational, personnel, financial provision of educational process; organizational transformations of the educational network and the use of new forms of studying. The quality of general educational services of the united territorial communities of Lviv region is analyzed and evaluated. The most important problems of low quality of educational services are: poor resource provision of educational institutions in rural areas and low efficiency of its usage; lower level of knowledge of pupils of educational institutions in rural areas; frequent mismatch of hub schools with the requirements set for them.
