If the attempt to avoid taxation was the main reason for shadow employment in the country before the war, mobilization became a pretext for official employment due to the full-scale invasion, leading to the destabilization of the labor market. The purpose of the article is to study the main factors of the functioning of shadow employment in the conditions of the unfolding of the full-scale Russian-Ukrainian war and to determine possible ways of their elimination. A systematic methodical approach in combination with methods of statistical research was used in the process of carrying out scientific research to realize its goal. The article analyzes the trends in the labor market in wartime conditions and reveals that the ratio of vacancies and resumes has reached a critical level - one to one, which indicates an acute shortage of personnel. The authors tested and confirmed the hypothesis that the attempt to avoid mobilization is the main reason for shadow employment. For this purpose, the data on the number of created individual entrepreneurs and concluded civil law contracts were analyzed by gender. The influence of the tax burden and shadow employment is examined, in particular, foreign experience and innovations of the draft Law on Amendments to the Tax Code of Ukraine regarding the peculiarities of taxation during the period of martial law are analyzed. Possible ways of reducing the risks of shadow employment are identified, namely: filling the budget through revision of the system of collecting and administering personal income tax (at the taxpayer’s place of residence) and transferring the powers to administer local taxes and fees to local governments. The possibilities and problems of the transition to the system of personal income tax deduction based on the taxpayer’s place of residence are analyzed. The transition process is slowed down by the need to attract additional financial resources, the need to establish interdepartmental coordination, and discrepancies between the actual and officially registered place of residence.

The article dwells on the importance of increasing administrative capacity at the national, regional, and local levels and building a system for the spending of EU structural funds in the context of the successful implementation of the Ukraine Facility. Attention is focused on the systemic challenges that need to be addressed in the process of implementing a new state regional policy in the context of overcoming the consequences of the Russian Federation’s war against Ukraine and bringing it closer to the procedures and best practices of the EU. The authors consider the Ukraine Facility, which has been expanded to include financial assistance for the recovery, reconstruction, and development of Ukraine, and its three components (pillars): financial assistance in the form of grants and loans to the state, reducing investors’ risks in financing investment projects for recovery and reconstruction in Ukraine through the involvement of international financial institutions, technical assistance to the government to develop and implement reforms related to EU accession and gradual harmonization of national legislation with EU Acquis rules, standards, policies and practices in view of Ukraine’s future membership in the EU. The focus of the Ukraine Facility on the importance of the role of local and regional authorities as promoters of an inclusive territorial approach to local development and the need to increase the capacity of local governments is emphasized. Special attention is paid to the use of European funds by the EU countries and an assessment of the implementation of investments in the context of individual EU countries, as well as the peculiarities of the use of allocated structural funds. The article notes that Poland’s experience in the use of funds is very valuable, as it was able to use the maximum amount among EU countries – €87.1 billion, which indicates the high efficiency of the system of interaction with structural funds built in Poland. The strategic directions of building a coherent and effective system of funds use in Poland since the early 1990s as the main goal of regional policy are outlined. Poland has been forming an effective structure of agencies for the use of European Structural Funds for more than a decade. The study of the experience of the EU countries, in particular Poland, has helped to formulate a number of lessons and recommendations for Ukraine. Ensuring the capacity to utilize Ukraine Facility funds at the national, regional, and local levels is impossible without addressing the most pressing issues, such as creating a legal framework for managing structural funds in accordance with EU requirements, building an institutional system for implementing the Ukraine Facility program and the future utilization of EU structural funds; creating appropriate tools and procedures for the preparation, management, monitoring, and control of programs and projects; availability of effective digital management platforms; ensuring a comprehensive approach to socio-economic and spatial development based on effective regional policy and modern spatial planning; implementation of multi-level management and coordination between different actors involved in program development and management of the Ukraine Facility funds; broad involvement of the scientific community in the implementation of the Ukraine Facility.

Investment policy as an important area of public policy will have a significant impact on Ukraine’s economic recovery after the destruction caused by the Russian-Ukrainian war. The article describes the subjective dimension of the public investment policy in Ukraine, in particular, it identifies the range of state institutions responsible for developing the public investment policy and outlines the limits of their powers. Investment policy entities at the national level include a number of agencies and institutions subordinated to the President of Ukraine, the Verhovna Rada of Ukraine as the legislative branch and the Cabinet of Ministers of Ukraine as the executive branch. The Verhovna Rada of Ukraine approves the volume of public investments made at the expense of the state budget as part of the main directions of economic and social development of the state. The Cabinet of Ministers of Ukraine ensures the implementation of the investment policy and this is one of its main tasks. The Ministry of Economy of Ukraine is the main body in the system of central executive authorities that ensures the development and implementation of the public investment policy in the real sector of the economy. At the regional level, investment policy entities include institutions that are hierarchically subordinated to state authorities, in particular, oblast councils, oblast state administrations, and territorial offices of central executive authorities. The executive power in the districts is exercised by the district administrations, and legislative power, respectively, by district councils. The local level of investment policy entities is represented by local governments. Authors focuse on the peculiarities of investment policy implementation under martial law by military administrations since the beginning of the Russian-Ukrainian war. The spectrum of public investment policy entities in Ukraine described in the article is represented mainly by state institutions and their subordinate agencies. The article notes that investment policy entities include not only public authorities that develop and/or implement such a policy, but also private investors who contribute their funds, investment funds, business associations, and public representatives. Consideration of their interests is also crucial. The article emphasizes that it is essential to build links between public investment policy entities in the format of the triangle “state” – “business” – “civil society” to establish a dialogue and build trust, since it is necessary to focus primarily on domestic investments that the private sector is able to make. Without honest dialogue, trust, and resolution of existing problems, it is very difficult to convince businesses to invest and increase investment. Meanwhile, cooperation between the branches of government and individual agencies, coherence, and clear coordination of their actions are important, which may require improvement of existing legislation, expansion of the powers of individual institutions, or, instead, their reduction.

The outbreak of a full-scale war has had a negative impact on the entrepreneurial sector in all regions of Ukraine without exception, which requires a serious review and search for opportunities for Ukraine’s transition from states with unstable institutions and inability to develop an entrepreneurial environment to the circle of countries that stimulate entrepreneurial activity. The spatial dimension of these processes is crucial for Ukraine, as the regions differ significantly in the quality and level of development of the entrepreneurial environment. The article aims to identify the main problems of the entrepreneurial sector caused by the full-scale war and to determine the ways to overcome them in the context of reducing interregional imbalances. The article emphasizes the need to find tools and mechanisms that help stimulate entrepreneurial activity, taking into account the spatial dimension of these processes, which is extremely important for Ukraine since regions differ significantly in the quality and level of development of the entrepreneurial environment. The author identifies specific factors that reduce the capacity of certain groups of regions and territorial communities, including the security factor, relocation of enterprises and displacement of labor resources as a result of forced mass displacement of the population, withdrawal of a significant part of land from economic circulation, including due to contamination with explosive devices, destruction of budget-forming enterprises or infrastructure facilities, etc., loss of powerful logistics capacity and tourism as a significant area of economic development, reduction of state support for development, complete loss of logistics capacity, irreversible changes in the development of the agricultural sector (inability to use the territories and deterioration of soil conditions due to contamination by explosive objects, the explosion of the Kahovska hydroelectric power station and the impact on soil fertility in the southern oblasts) and the logistics of agricultural products, and increased burden on engineering and social infrastructure given the growing number of residents due to IDPs and relocated businesses. The article notes that the issue of overcoming regional imbalances in the functioning and development of the entrepreneurial sector in the context of war is, on the one hand, directly related to ensuring the sustainability of economic entities and, on the other hand, is a prerequisite for ensuring resilient spatial development in Ukraine. The author proposes mechanisms and tools to restore economic capacity and entrepreneurial activity in the recovery areas, areas with special conditions for development, as well as promising mechanisms for scaling up the positive economic effects of regional growth poles and sustainable development areas. The article determines that the implementation of the mechanisms and instruments mentioned in the article on the basis of a systematic approach will help to overcome spatial imbalances in interregional and intraregional development and will allow to create an integrated economic space of the state.

The hostilities in Ukraine in 2022 had a devastating effect not only on the critical infrastructure of the regions but also on the educational infrastructure, resulting in the loss by some educational institutions of the ability to perform their functions, and other educational infrastructure began to perform functions not typical for them, including the accommodation of temporarily displaced persons. The article aims to outline the peculiarities of the functioning of the educational infrastructure in territorial communities during the war and to identify its exploitation problems and risks. The following methods are used for the study: abstract-logical, comparative analysis, graphical visualization, and statistical. The article analyzes the functioning of secondary educational institutions of territorial communities during the war in Ukraine. The regional peculiarities of the scale of the educational infrastructure destruction are clarified. Peculiarities and problems of exploitation of the territorial communities’ educational infrastructure in relatively stable regions are revealed. The algorithm of actions taken by local authorities of territorial communities to realize the exploitation of the infrastructure of educational institutions for a temporary stay of temporarily displaced persons is considered. The following risks caused by the war are identified: loss of human capital due to migration processes among students and educators, risks of financing general secondary education and reducing the quality of educational services, and limited possibility of resuming offline learning due to the destruction of educational institutions and the need for misuse. The peculiarities and problems of the organization of external independent evaluation in the conditions of martial law are analyzed, in particular, the simplification of the procedure of external evaluation and a number of risks for future applicants are clarified.

The implementation of national regional policy depends on the extent to which its mechanisms and instruments ensure effective regional development. One of the important tools for solving the problems of social and economic development of the regions is the program approach to planning and management of the regions. However, the situation with funding and implementation of regional target programs in the regions is unsatisfactory. The purpose of the article is to investigate trends and find out the problems of budget financing of social and economic development using the program-targeted approach on the example of Zaporizhzhia region. The following methods were used for the study: historical, abstract and logical, systemic and comparative analysis. In the article, the issues of budget financing of social and economic development using a program-targeted approach are examined. The regional target programs and projects of the State Regional Development Fund for Zaporizhzhia region are analyzed. The following main features, weaknesses and problems of financing are identified: the dominance of the social component of the regional programs and projects of the State Regional Development Fund over the development-related one; duplication of tasks and activities by different programs; inconsistency of regional target programs with the strategic and operational goals of regional development strategies; fragmentation of regional target programs, which significantly complicates their management The directions of improvement of the regional target programs’ funding that correspond to the peculiarities of the current stage of social and economic development of Ukraine are outlined: activation of extrabudgetary financing, control of program measures implementation, elimination of duplication of program measures.
