The article deals with the scientific-pragmatic approaches to the regulation, financing and functioning of the «special educational and rehabilitation institution», which provides special educational and rehabilitation support to the seekers of higher education with special educational needs, as well as conducts processes of socialization and integration of persons with disabilities.
