The article deals with the influence of factors on the formation of the resource potential of agricultural enterprises and increasing the efficiency of its use. The main obstacles to the effective functioning of the system of state support of agriculture in Ukraine are considered. It is determined that state support is an integral part of state regulation and is a combination of different tools and instruments. Preferential financing of the most vulnerable enterprises and branches of agriculture, improvement of the mechanism of state support will contribute to the development of agricultural production and will have a positive impact on the situation in rural areas. It has to be implemented taking into account the specificity of the regional situation, as well as the financial capacity of the budget. The role of the state agrarian policy in the development of rural regions is investigated and the priority direction of rural activity – diversification of agricultural production is determined. Based on the main directions of agricultural development in the region, a system model for improving the efficiency of agricultural enterprises development is proposed. A number of measures of state regulation are proposed to introduce a qualitatively effective regional economic policy through the formation of an efficient regulatory framework. Given the basic imperatives, improving of state support for the development of agricultural enterprises for the formation of their resource potential and increasing the efficiency of its use requires creating the conditions for the introduction of a qualitatively new, effective regional economic policy, stimulating the dynamic development and efficient use of the internal resource potential of each region, which requires taking into account the decisive role of the agricultural enterprise rural areas and the transition to state strategic programming in regional development and implementation of regional development strategies of local governments and local authorities. State regulation of agricultural production should be oriented on innovation and investment development of agricultural enterprises. To this end, it is necessary to amend the Law of Ukraine “On Innovative Activity”, to improve customs regulation of innovative activity and the procedure of granting the innovative status to enterprises and to foresee the possibility to carry out expertise in qualifying innovative projects at the expense of public funds.

At present stage of national economy development, medicinal planting is gradually getting more importance and sustainable positions. However, there is no distinct structure of institutional maintenance for this sector of agriculture, thus hampering its development. Still it is worth mentioning that medicinal planting is directly related to the institutes of various economic spheres. Because the balanced economic development is the process of structural reconstruction and structural changes, which take place in a country’s economy in accordance with the problems of balanced development of industrial production, social sphere, human resources and environment. Therefore, its institutional maintenance requires more detailed examination. The analysis of institutional support and the assessment of the ecological and economic indicators of the activity of enterprises of medicinal plants are the main indicators, the assessment of which allows to form, design and model a positive trend of development of this industry. The objective of this article was to identify the main problems of institutional development of medicinal plant growing in Ukraine and to substantiate the positions and peculiarities of the influence of the institutional approach on the development of the mechanism of regulation of medicinal plant growing. The Institutional support of medicinal plant production is a complex mechanism for regulating this industry, including economic, environmental and social spheres. All this forms the totality of the institutional network of norms, rules, laws, standards (ecological norms and economic obligations) of balanced development of medicinal plant growing, and its institutional system (institutes of management, control, monitoring, certification, etc.). Consequently, the existing institutional structure of medicinal plant growing does not fully meet the new challenges of economic transformation due to the significant potential of systemic contradictions that arose due to low adaptability to the current market realities of the institutes. The current state of medicinal plant growing shows its socioeconomic and ecological significance to the population of Ukraine. However, his institutional development is at the stage of formation. The presence of formal institutions does not always correspond to its real actions and functions, which largely depends on the state's interest in the development of this industry. The lack of an effective hierarchical structure of regulation of medicinal plant production somewhat inhibits the process of stable functioning.

On the basis of comparison of the dynamics of carbon stocks changes in a mineral soils pools on agricultural lands with indicators of economic activity in the agricultural sector of different countries, demonstrated that land use in Ukraine is not balanced. The necessity of reforming of organizational-economic relations between subjects of land use for introduction of low-carbon method is proved. The strategic directions of the formation of the internal carbon market (ICM) are substantiated, the basic principles and aspects of its functioning are described, which explains the performance and the importatnt reason of the proposed approach to preserving agro-resource potential. It is shown that the formation of the ICM is the way for increasing the agrofinished capitalization, the stimulus of livestock development and the source of financial revenues.
