The article focuses on the study of the structural features of the economy of the EU member states and Ukraine. Labor productivity and capital productivity in a sectoral section are analyzed. In particular, changes in the dynamics of labor and capital productivity during 2014-2021 are examined. Based on the results, the sectors that are leaders and can act as determinants of the productive capacity of Ukraine and its regions are identified. The article reveals that the most intensive growth of labor productivity is recorded in such sectors as temporary accommodation and organization of food, as well as information and telecommunications. Capital productivity under the prevailing instability of the dynamics of this indicator is recorded only in construction and in information and telecommunications. The regions of Ukraine are ranked and grouped according to the intensity of labor productivity growth. The comparative analysis of the rates of growth (decline) of capital productivity in the sectors of the economy of Ukraine is carried out. It shows that the growth rate of labor productivity exceeds that of capital productivity. Based on the assessment of the ratio of wage growth rates and labor productivity in the economic sectors, the hypothesis regarding the predominance of labor productivity growth rates over wage growth rates in the majority of the economic sectors is verified. Drivers contributing to the growth of the productive capacity of economic sectors are characterized. The main strategic priorities of the structural transformations of the domestic economy in wartime and post-war recovery are determined, in particular regarding the development of the military-defense complex, which will ensure the long-term political and economic security of Ukraine and the development of industrial and innovative structural elements of the country’s economic system. The article emphasizes the need to create and develop a national innovation platform, which should be a component of the innovation market and the formation of the state system of legal protection of intellectual property, the demands for reform of which were put forward in the process of deepening European integration reforms.

The paper dwells on the issues of institutional assistance to investment-innovative development in Ukraine. The paper emphasizes that low level of investment-innovative activity in Ukrainian regions is the major obstacle to economic development. It is caused, on one hand, by the low efficiency of separately functioning innovation sphere, innovative infrastructure and innovative entrepreneurship, and on the other hand – insufficient and inefficient institutional maintenance of innovative activity. The paper aims to research the features and problems of institutional maintenance of investment-innovative development in a region and to find the ways of its improvement. The authors mention that institutional maintenance of investment and innovative activity is the set of state and non-governmental institutions, which provide the availability of legal, organizational and economic conditions necessary to conduct and develop investment and innovative activity. The major tasks of institutional maintenance of innovative development in Ukraine are analyzed, including the creation of favourable entrepreneurship climate in the regions to absorb innovations and form consumers’ demand for innovative products, conditions of development of knowledge production basis, efficient system of financial provision of innovative process and efficient innovative capacity, etc. Main legal and regulative acts that provide the foundations of economic development in Ukraine are analyzed. The paper emphasizes that despite many legal and regulative acts directed at support of innovative development, the forming of legal basis of innovative activity in Ukraine is not complete. It is fragmentary, controversial and not fully corresponding to the foundations of innovative and smart economy. Therefore, it requires the review in terms of its improvement. European experience of approaches, principles, forms and methods applied in institutional system is examined. EU innovative strategies provide for efficient functioning of innovative economy model, granting tax and credit preferences, target funding of certain innovations, public procurement, restructuring and modernization of public enterprises, use of venture capital, creation and development of new innovative structures.

Modern condition of Ukrainian regions’ socio-economic development is characterized by strengthening of territorial disproportions and the pending complex of unsolved problems in terms of territories’ development. This is mostly caused by the problems in regional management, including the insufficient legislative maintenance; lack of consistency and comprehensiveness in development and implementation of state regional policy in general as well as inefficiency and non-fulfillment of regional development strategies and programs. There are another issues, like low level of community involvement in local development; insufficient financial resources in local budgets to solve the priority questions of territorial development; strong dependence on public subsidies and therefore unpreparedness and reluctance of the representatives of local governments to search for additional funding sources for territorial development. Overcoming the situation requires the search for and introduction of innovative approaches to implementation of state regional policy to boost territories’ economic growth, reduce interregional differences, provide high living standards and improve competitive ability of Ukrainian regions in general. The paper aims to research the innovative instruments of implementation of state regional policy. Various methodological approaches to the nature of state regional policy are outlined. The authors emphasize the fact that in the course of development and implementation of state regional policy in Ukraine there isn’t a single view of the ways, mechanisms and instruments to align three interrelated and interdependent components of regional development complex dimension – sectoral, territorial-spatial and managemental. The risks that accompany the implementation of state regional policy in current conditions are outlined. Some instruments of state regional policy implementation in Ukraine and EU Member States are analyzed. Active and passive regional policies are emphasized depending on available instruments. Given the leverages of the impact of passive and active regional policy, its basic determinants are defined. Modern instruments of state regional policy are outlined by the directions of management impact and the measures of regional policy. The directions of regional policy and its implementation mechanisms improvement are suggested.

The article dwells on evaluation of the pace and role of targeted-program approach in the system of region’s social and economic development management and on defining of problematic issues in its application. The nature, meaning and major benchmarks of targeted-program approach to regional development management are examined. Legal and regulative foundations of targeted-program approach application in management of territory’s social and economic development are analyzed. The fact that the efficiency of regional development policy in Ukraine remains to be low despite the availability of the considerable amount of strategic, prognosis and program documents due to the lack of concrete hierarchy of strategic documents, single understanding of nature and designation of program documents, etc is proven. Special attention is paid to the problem aspects of application efficiency of targeted-program approach, including the following: considerable amount of programs; lack of programs’ diversity; poor level of funding and lack of funding of target programs; lack of clear system of evaluation and monitoring of their implementation and the relevant control for the quality of local programs on part of approving authorities and society; public access to information about programs is completely absent or fragmented, especially on the state of their implementation and level of their funding; not only state and local authorities but also economic entities, scientific organizations and NGOs have to participate in programs development. Analysis of the peculiarities of targeted-program approach application in social and economic development of Lvivska oblast is carried out, in particular regarding the number of operating programs in 2014-2017, their funding and implementation level. Experience of targeted-program management in developed countries of the world directed at solution of problems of regions’ economic development asymmetry, industry reconversion (reorientation), assistance to local initiatives in the less developed regions, industrial, rural, urban and border areas is analyzed. The ways to improve the efficiency of targeted-program approach application in territorial management to achieve positive social and economic effect are suggested.
