The peculiarities of the manifestation of the food crisis in Ukraine in times of war are investigated and the foreign experience and the experience of international organizations and political institutions in overcoming it are analyzed. The analysis is based on the concept of food security developed by the UN, which defines it as sustainable physical and economic access to sufficient, safe, and nutritious food. It also uses the comprehensive approach with four pillars of food security: food availability, access, utilization, and stability. In the context of the study of food security in Ukraine, two areas for analysis are identified: a decrease in the availability of food for the population and a violation of nutritional stability; a decrease in the economic access of the population to food and essential goods. The article focuses on the issue of economic access to food for vulnerable groups of the population (including internally displaced persons and people living near the demarcation line, and in the occupied and liberated territories), compares the incomes of households of internally displaced persons in Ukraine at different moments since the beginning of the full-scale invasion of russia in February 2022, and presents the results of the assessment of the population's food needs in Ukraine. The prevalence of food insecurity and the ongoing fight against it at the international level have made it possible to develop clear mechanisms to overcome it. Based on numerous studies and taking into account the experience of countries where the food crisis was caused by natural disasters or the impact of climate factors and states whose territories became the arena of military conflicts, in the context of finding ways to overcome the food crisis, the author examines the comprehensive approach of the Food and Agriculture Organization of the United Nations to achieving food security in crisis conditions, which combines two areas: Sustainable development of rural areas and stimulation of agriculture; development and implementation of targeted programs to provide direct access to food for vulnerable groups. The areas of the comprehensive approach of the Food and Agriculture Organization of the United Nations are defined as complementary and aimed at reinforcing each other's positive results. Moreover, the article analyzes the European Union's approach to rural development in the Common Agricultural Policy, which provides for the definition of two equally important directions: support and stimulation of the agricultural sector; strengthening the social, environmental, and economic sustainability of rural areas in the context of overcoming the risks inherent in this type of territory.

The article defines the major development problems of territorial communities established in the course of administrative-financial decentralization. On this basis, the relevance of the research of territorial communities’ social capital as a factor of securing their development and capacity in the long run is emphasized. The nature of the concept of social capital is defined, and its development factors and possible results of its use in a territorial community are outlined. The author defines conditions (qualitative institutional framework), perspectives (consideration of communication and informal relations when mapping the community development policy), and risks (the threat of social alienation of community members, development of xenophobia and intolerance, and unequal inclusion of social groups) that accompany the process of social capital intensification in a territorial community. The article focuses on the role of social values in the generation of social capital. Based on the conducted sociological survey, the low civil activity of the residents of territorial communities and low interest in the opportunities for personal participation in the community life are detected. The analysis of the role of social capital as a factor of securing the development of a territorial community in the long run gives the ground to substantiate the need to establish interaction between the community residents and local government and to involve residents in the territorial management. The principles of engaging the community members in its development (establishment of the objective and limits of engagement; equal access; inclusiveness; tolerance; interaction and decision-making consistency; feedback) and the engagement ways (raising awareness, consulting, interaction, cooperation, authorization) are determined. The possible consequences of efficient engagement of community members in the solution of certain development issues are substantiated.

The paper defines the nature of human potential as a set of physiological, socio-psychological, intellectual-labor, social-stratification, ethno-cultural opportunities of a society, which can be used already in the near future and realized in an environment that ensures their development. The specificity of human potential reproduction reflecting one of its development phases with the consequences of the use of human resources, namely their accumulation, reproduction and improvement was disclosed. The components of human potential were identified (demographic, revealing the basic characteristics of population, including its number, birth and mortality rate, age structure; intellectual and labor, revealing the labor characteristics of the population and the possibilities of their realization, including the number of economically active, employed, self-employed residents, the number of migrants, the number of economic entities operating on the territory of the community; social and managerial, revealing community-based management practices and initiatives; socio-economic, enabling environment for business and employment). Indicators for the methodology for assessing the use of human potential in the context of isolated components were selected. The methodology of estimation on the example of united territorial communities in Ukraine with their grouping depending on the volume of own income per inhabitant and the level of subsidy was tested. United territorial communities as leaders and outsiders were identified by the calculation of the integral index of human development and its components. This made it possible to substantiate the opportunities of the united territorial communities to ensure the reproduction of human potential through the development of social infrastructure and reorientation of strategic planning towards development goals. The development goals were distributed by areas of effective use of mobilized finance, creating conditions for business and employment.

Under the current processes of consolidation of territorial communities, the policy of their social, economic and ecological stability based on efficient nature management is related to the condition and nature of the use of natural resources by people in their activity to maintain their existence. Conducting economic activity, people use various natural resources. Therefore, objective and distinct assessment of natural resources is of particular importance. The development of a territory and entities located there depend on this assessment. Natural resources capacity is considered in modern science as the most important factors of economic development of both the regions and the country in general. The paper aims to research the problems of the use of natural resources capacity of a territorial community and to define the ways of their efficient use. Scientific approaches to classification of natural resources capacity of a territorial community are systematized and its nature is outlined. The structure of natural resources capacity of territorial communities is formed. Main problems of the use of natural resources capacity of territorial communities are defined. Conceptual and structural model of natural resources capacity of a territorial community is characterized. Major aspects of forming of modern financial-economic mechanism of capitalization of a community’s natural resources are examined. The paper reveals that natural resources capacity of territorial communities provides an opportunity to improve the level of financial capacity of a community by filling local budgets through the development of relevant territories. The approaches to the improvement of the efficiency of the use of natural resources by territorial communities in conditions of authorities’ decentralization in Ukraine are suggested.

The article is devoted to the substantiation of theoretical and methodical principles and practical recommendations regarding the potential of territorial communities’ financial and economic formation in the context of local self-government reform. The approaches to the definition of "territorial community" focused on development of territorial community as a subject of economic development of the territory are analyzed. In order to determine the directions of activating the Ukrainian territorial communities’ financial and economic potential in the context of local self-governance reform, the development features of territorial communities in the EU countries during the period of decentralization and administrative-territorial reforms were researched. The main characteristics of local self-government were investigated. The models of local self-government organization were studied. Institutional, systemic and structural organization of local self-government was analyzed. Special attention was given to certain aspects of its development and reform. The experience of its functioning and development in the given states was summarized and the conclusion of possibility of its application in Ukraine was given. The research showed that the main directions of local government reform in the EU countries were: the change of the administrative-territorial structure in the direction of the administrative-territorial consolidation units of the base level, as well as the powers redistribution and financial resources for the local self-government benefit. It is determined that the administrative-territorial organization peculiarities of local self-government in the EU countries depend on the local level of financial resources and powers should be fulfilled by local self-government bodies. In terms of the research the crucial role of the territorial community’s endogenous financial and economic potential, which ensures its economic development, was identified. This article presents the role of local governments in supporting entrepreneurship development. The content of the article presents the factors which foster activities undertaken by local authorities to promote entrepreneurship and also shows different considerations of when the supporting instruments are in use. It indicates potential of possible changes in local policy on supporting entrepreneurship. The article sets out areas of possible improvements in policy when stimulating economic activity by local authorities.
