History of Sector-Department
The Department was created in 1975, October. The first Head of the Department was the famous scientist Dr. Sci. (Econ.), Prof. P. Belenki, who led it more 30 years. Under his scientific leadership and with the direct participation scientific research and methodical investigations on the development of quality management systems, regulation of industrial activity, the effective solution of territorial sectoral management problems, development of market infrastructure in the region were completed.
In 1975-1988 the main direction of research of the Department was focused on the economic problems of quality control and production efficiency. The high level of scientific research led to the recognition of the Department as the leading subdivision in the Academy of Sciences of Ukraine in the sphere of cross-border cooperation.
The period of 1989-1993 coincided with the time of active search for new management practices that could enhance the stagnant Soviet economy and the formation of market economies in the former Soviet republics, including Ukraine. Simultaneously the reorientation of the Institute for the study of regional problems of economic development was carried out. The efforts of scientists of the Department during this period were focused on researching and developing effective ways for solving of territorial sectoral governance problems and privatization of industrial complexes.
In the period from 1994 till 2006 the active building of the state in Ukraine took place. During this period researchers of the Department such as P. Belenki, N. Mikula, V. Shevchenko-Marsel, N. Homolska, O. Druhov, E. Matvyeyev and others focused on the major problems of formation and development of market infrastructure in the regions of the state.
In the late 1990's - early 2000's there was also a gradual reorientation of the department’s research on the problems of development of cross-border cooperation. In 2003 by the resolution of the Presidium of the National Academy of Sciences of Ukraine the Institute of Regional Studies of the NAS of Ukraine was recognized as a leading institution of the NAS of Ukraine in research of cross-border cooperation.
Within this framework of this direction the department has accomplished a research on organizational economic mechanisms for ensuring the competitiveness of the border areas and cross-border convergence of regions' competitiveness, the development of new forms of cross-border cooperation between Ukraine and infrastructural providing of cross-border markets of Ukraine and assessment of their situation, prepared and implemented guidelines for identifying of cross-border clusters and cluster initiatives, guidelines for the organization of cross-border trade ect. During the last 5 years (2010-2015) the department completed 10 research themes and published 11 monographs, 4 brochures and 211 papers. The main gains of the sector are presented in monographs: «Clusters and global economy (international aspect)» (2010), «Convergence of regions in the cross-border area» (2012), «The Carpathian region: problems and prospects. Vol. 8. Cross-border cooperation» (2013), «Infrastructure providing of cross-border labor market in Ukraine» (2013), «Poland-Ukraine: Border regions development and cross-border cooperation» (2013).
During the period 2006-2013 the department was headed by professor N. Mikula, well-known scholar on the development of cross-border cooperation. Under her leadership a profound scientific studies on the problems of development of cross-border cooperation was conducted.
Currently, employees of the Sector, K. Prytula, Y. Tsybulska, O. Tsisinska, Y. Kalat, O. Pasternak, O. Demedyuk, V. Chertoryzshsky are engaged in the study of the transformation of the economic environment of border areas under the Agreement on Association between Ukraine and the EU.
Employees of the Sector are also engaged in research of problems of cross-border interaction of entities of economic relations in spatial dimension in order to justify the theoretical and methodological foundations of cross-border cooperation and to create recommendations for its further development. Besides, their researches are focused on assessing impact of changes in the economic environment of border areas on their development; identifying of potential opportunities and risks for the development of border areas associated with the intensification of integration processes; studying of socio-economic development of border areas in terms of the Association Agreement between Ukraine and the EU, and development of appropriate practical recommendations.
