| May 13-17, 2026. III International Financial Forum “Modern Finance: National Resilience, Security, Innovative Leadership” (Ternopil) On May 13-17, 2026, the III International Financial Forum "Modern Finance: National Resilience, Security, Innovative Leadership" was held at the Western Ukrainian National University (Ternopil), organized by the Department of Finance named after S. I. Yuriy together with the Ukrainian-American Association of Higher Education Employees, which became a platform for professional dialogue for developing innovative management solutions aimed at solving urgent problems of financial space transformation, finding directions for strengthening national resilience, enhancing security and developing innovative leadership in the face of military challenges and global turbulence. The discussion platform “Geosecurity and National Sustainability of Public Finances” was attended by Doctor of Economics, Professor Halyna VOZNYAK, who in her speech “Budget Planning in the Public Investment System: Challenges for Regional and Local Development” drew the attention of the audience to: - the need to implement a reform of public investment management, which is designed to ensure the transition from fragmented financing to strategic, transparent and medium-term planning of the development of communities and regions;
- the feasibility of implementing the “portfolio logic” of investment management;
- challenges and barriers to implementing the reform at the local level.
The speech focuses on budget planning as the basis of public investment reform, since the budget allows strategic community development goals to be transformed into specific financial solutions. Public investment without high-quality budget planning is a set of unsystematic and chaotic projects. Access to funding will be granted to those communities that have clearly defined strategic priorities (from now on, the strategy is the basis for making decisions about project financing) and have prepared high-quality projects. More about the forum by vocation: https://fin-forum.wunu.edu.ua/information/ Sincere gratitude to the organizers of the forum for the invitation and the opportunity to join the discussion of important financial problems in conditions of war and global turbulence. Awarded with orders and medals (including the Order of Merit, II degree (2001), the Order of Merit, I degree (2004), the Honorary Award of the President of Ukraine (1996)). Maryan I. Dolishniy was born on May 1, 1936, into a family of civil servants in Lviv. After graduating in 1958 from the Lviv Polytechnic Institute, where he received the specialty of an engineer-economist, he worked in the planning and economic bodies of the Lviv region, where he showed extraordinary organizational skills, using his free time from work to study science. Having successfully completed postgraduate studies at the Lviv Forestry Institute (1965-1968), M. I. Dolishniy in 1969 defended his candidate's thesis on the topic "Main production assets and ways to improve their use (on the example of the furniture industry of the Lviv region)". In July 1975, M. I. Dolishniy was appointed Deputy Director for Scientific Work of the Institute of Economics of the Academy of Sciences of the Ukrainian SSR – Head of the Lviv Branch of the Institute of Economics of the Academy of Sciences of the Ukrainian SSR. In the following years, the general direction of the scientist's scientific research covered issues of economics and sociology of labor, mechanisms for stimulating human activity, the use of labor resources, and employment. He published the results of his research in 1978 in a separate monograph “Formation and Use of Labor Resources (Socio-Economic Aspects of Regional Research)”, and in 1980 successfully defended his doctoral dissertation on this issue. The scientist also paid considerable attention to the problems of development of the Carpathian region. Under his leadership, a 4-volume publication of scientists of the Western Scientific Center “Ukrainian Carpathians” was prepared, which was published in 1988. Relying on scientific achievements and the authority acquired in society, M. I. Dolishniy sought to realize his long-standing dream – to create a scientific research institute that would become a center for studying regional problems in their broad interpretation. In fact, it was about the emergence of a new scientific direction and the corresponding concentration of intellectual forces for its development. The situation in the implementation of scientific ideas has radically changed in the conditions of Ukrainian statehood. He achieved that in October 1994, the Lviv branch of the Institute of Economics of the Academy of Sciences of Ukraine was transformed into the Institute of Regional Research. At the same time, the creation of the Institute expanded the spectrum and depth of scientific research in the field of regional studies. M. I. Dolishniy did not stop his personal research into the problems of regional policy formation in Ukraine. He developed mechanisms and methods of territorial management in many branches and spheres of the national economy in the conditions of its market transformation, the implementation of scientific and technical, humanitarian, financial and credit and tax policies, as well as foreign economic activity and cross-border cooperation of the regions of Ukraine. M. I. Dolishniy published more than 500 scientific works, including 20 monographs. Many scientific works were published abroad, in particular in Poland, Slovakia, Russia, Belarus, Germany and China. On the initiative and under the direct scientific guidance of M. I. Dolishniy, drafts of the State Programs for the Socio-Economic Development of the Carpathian Region and Podillia were developed. He was one of the authors of the Concept of State Regional Policy of Ukraine, the author of a number of analytical materials and scientific recommendations that formed the basis of decisions of the Government of Ukraine. The significant high authority of the Lviv school of regional studies, headed by M. I. Dolishniy, and its contribution to solving the problems of socio-economic development of regions is evidenced by the awarding of the State Prize of Ukraine in the field of science and technology to him as part of a group of scientists in 2003 for a series of works on the problems of regional socio-economic policy. M. I. Dolishniy paid much attention to the training of scientific personnel both in Ukraine and abroad and to the creation of a scientific school of regional studies. Under his scientific guidance, 20 doctoral and over 100 candidate theses were defended, among which were scientists from Poland, Hungary, and Slovakia. Most of the heads of departments of the economic profile of higher educational institutions of the Western region of Ukraine were trained in the postgraduate program of the Institute, defended doctoral or candidate theses. Some of them are now rectors and deans. Many of M. I. Dolishnyi’s students work in the field of public administration and entrepreneurship. As the head of the Western Scientific Center of the National Academy of Sciences and the Ministry of Education and Science of Ukraine, the scientist carried out significant scientific and organizational work on integrating the efforts of scientific institutions, higher educational institutions and regional government bodies to solve urgent problems of its socio-economic development. On his initiative and under his direct leadership, the Institute of Socio-Humanitarian Problems of Man, the Innovation and Investment Center “Rural Farmer”, the first scientific and educational complex of the economic profile “Economics”, the Institute of Cross-Border Cooperation and European Integration were created on the basis of the Western Scientific Center. M. I. Dolishniy’s activities in the development of international scientific cooperation contributed to the involvement of the Lviv school of regional studies in international scientific processes. The scientist was a bright personality, known not only in Ukraine, but also abroad. The life path of M. I. Dolishniy is a good example for the younger generation of scientists. In order to perpetuate the memory of the founder and first director of the Institute, the Presidium of the NAS of Ukraine, by resolution No. 234 dated October 29, 2014, decided to name the Institute of Regional Research of the National Academy of Sciences of Ukraine after Academician of the NAS of Ukraine Maryan I. Dolishniy.
